To download email from the Office 365 Admin Center, you must use the tool within the Microsoft Purview compliance portal. While there is no "download" button directly on a user's profile, admins can export entire mailboxes to a PST file for backup or legal discovery. Phase 1: Assign Essential Permissions

Even Global Administrators lack the permission to export email by default. You must first assign the specific role. Phase 2: Create a Content Search : Navigate
: Locate eDiscovery Manager , click Edit , and add your administrative account to the eDiscovery Administrator list.
The Content Search gathers the specific emails you want to download.
